This is a fan regulator using a LM317 adjustable voltage regulator. The voltage can be regulated between an adjustable minimal voltage to ensure the fan starts and about 10,5 Volt max. Besides this the electrolytic capacitor could be replaced by a smaller foil or ceramic capacitor. More infos about this circuit can be found here (automated translation only).
